Why did they remove the bridge and then stop work ?

After they closed Blake Bottom Road at Jeff Road and then removed the existing bridge, I noticed that work came to a complete halt.

Starting July 26th, 2013 I started keeping careful watch of the project for any signs of life.
For 17 more days it sat completely idle. Two large excavators and one crane all parked in exactly the same spot.
On August 13th, I noticed an excavator re-arranging some rocks. I would guess he was trying to reduce the erosion to the new banks that had been carefully carved out a month prior.

That was it though. Nothing added.
